Downtown Duluth does not have a camera problem. It has a nobody-is-watching problem.

Almost every building on Superior Street already has cameras. They record faithfully, into a hard drive nobody reviews, until something bad enough happens that someone finally goes looking — days later, when the damage is done, the tenant has given notice, and the customer has decided not to come back downtown.

We think that is backwards. A camera that records a crime is a consolation prize. A camera someone is actually watching is a deterrent.

What live monitoring actually is

During your agreed monitoring hours, a trained human operator watches your camera feeds in real time. When something happens, we respond in the moment:

• Loitering at your entrance → an intercom announcement: someone is watching, and can we help you find what you need?
• Open drug use → intercom, and a call to the Duluth Clean & Safe Team outreach specialist, whose entire job is connecting people to treatment and housing — or to police when the situation requires it.
• Drug dealing → immediate call to police, with time-stamped video ready.
• A resident admitting non-residents → logged with video and reported to management the next business day.
• Property damage, break-in, or a person in crisis → the right call, immediately, to the right responder.

Most of these situations end with an intercom announcement and someone simply moving along. That is the entire point. Nothing had to escalate.

What we are not

We are not a guard service. Our operators do not detain, pursue, restrain, or use force, and we do not sell a guarantee of safety — anyone who does is selling you something they cannot deliver.

We are a technology and observation service: attentive human eyes on your cameras, and immediate, appropriate escalation to the people whose job it is to respond. We think that honesty is worth more than a promise we could not keep.

Why this works when nothing else has

Duluth already has good people working this problem. The Clean & Safe Team walks the district every day, and their outreach specialist has gotten real people into real housing and real treatment. Police respond when there is something to respond to.

The missing piece has never been response. It has been eyes. A handful of outreach workers cannot be on every block at once, and they cannot respond to what nobody reports. Meanwhile hundreds of cameras downtown watch everything and tell no one.

Live monitoring closes that gap.
